US, China pledge efforts for nuclear-free NKorea

BEIJING (AP) ? The United States and China committed Saturday to a process aimed at ridding North Korea of its nuclear weapons, with the Obama administration gaining at least the rhetorical support of the only government that can exert significant influence over the reclusive North.

The question now is whether Beijing will make good on its pledge to uphold "peace and stability" and work with Washington on achieving the goal of a nuclear-free Korean peninsula.

The declarations from both nations' foreign policy chiefs came as North Korea appears to be readying a missile test that has caused grave concern for the U.S. and its two close Asian allies, South Korea and Japan.

"We are able ? the United States and China ? to underscore our joint commitment to the denuclearization of the Korean peninsula in a peaceful manner," U.S. Secretary of State John Kerry told reporters in Beijing before having dinner with State Councilor Yang Jiechi.

Kerry and Yang said they'd seek a peaceful resolution of the North Korean nuclear standoff, which has only grown worse in recent months under its young leader Kim Jong Un.

Since testing an atomic device in February, the North has threatened new tests of its missile capacity and even talked about launching nuclear strikes against the United States, while expanding its U.N.-outlawed uranium and plutonium enrichment program.

"We agreed that this is of critical importance for the stability of the region and indeed for the world and indeed for all of our nonproliferation efforts," Kerry said. "This is the goal of the United States, of China" and of other countries that hope to resume nuclear talks one day with North Korea.

"From this moment forward we are committed to taking actions in order to make good on that goal," he added. "And we are determined to make that goal a reality. China and the United States must together take steps in order to achieve the goal of a denuclearized Korean peninsula. And today we agreed that further discussions to bear down very quickly with great specificity on exactly how we will accomplish this goal."

Kerry said U.S. Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, and representatives from U.S. intelligence agencies would travel to Beijing later this month. Kerry also is sending his deputy at the State Department, William Burns, as part of the effort to "make sure that this is not rhetoric but that it is real policy that is being implemented."

Yang said his government's position was clear.

"China is firmly committed to upholding peace and stability and advancing the denuclearization process on the Korean peninsula," he said through an interpreter.

"We maintain that the issue should be handled and resolved peacefully through dialogue," Yang said, adding that China would work with the United States and other nations to resume six-party talks with North Korea that fell apart for good four years ago.

Amid almost daily North Korean threats, the U.S. has been counting on China to force its unruly neighbor to stand down. It's a strategy that has produced uneven results over decades of American diplomacy, during which the North has developed and tested nuclear weapons and repeatedly imperiled peace on the Korean peninsula.

But with only the counter-threat of overwhelming force to offer the North Koreans, the U.S. has little other option.

In their statements delivered side by side, neither Kerry nor Yang specifically addressed the immediate crisis: a North Korean test of a missile with a range of up to 2,500 miles that the U.S. believes could happen any day. Later, Kerry said at a news conference that Washington and Beijing "both call on North Korea to refrain from any provocative steps and that obviously refers to any future missile shoot."

Kerry and Yang focused primarily on the long-term problem, which is a nuclear program that may soon, if not already, include the capability to deliver a warhead on a missile.

The question of North Korea's capacity has been subject to great debate in Washington this past week after a U.S. intelligence assessment suggested North Korea had the capacity to put a nuclear warhead on a missile, even if any such weapon would have low reliability.

China has the greatest leverage over North Korea, a country that like few in the world actually cherishes its isolation.

The Chinese dramatically have boosted trade ties with their neighbors and maintain close military relations some six decades after they fought side by side in the Korean War. They provide North Korea with most of its fuel and much of its food aid.

And China has a history of quickly reversing course after talking tougher with North Korea. In late 2010, as American officials were praising Beijing for constructive efforts after the North shelled a South Korean island, a Chinese company agreed to invest $2 billion in a North Korean industrial zone.

"There is no question in my mind that China is very serious ? very serious ? about denuclearizing," Kerry told reporters after his day of talks with top Chinese officials including new President Xi Jinping and Premier Li Keqiang. He said no options were taken off the table in their discussions, without going into specifics.

Beijing, which values stability in its region above all else, clearly has different priorities than Washington.

China's greatest fear is the implosion of North Korea's impoverished state and the resulting chaos that could cause, including possibly millions of refugees fleeing across the border into China.

For that reason, China has in many ways looked past North Korea's bellicose rhetoric and activity, prioritizing the security of Kim's government, like his father's and grandfather's, over nuclear proliferation concerns.

China also remains deeply wary of any American military buildup in its backyard. Chinese officials are suspicious that the containment effort toward North Korea may be part of the long-term U.S. strategy to expand its influence in the region and even ring in fast-growing China with countries closer to Washington.

U.S. officials say they've gone to great lengths to explain to China that the American objective in North Korea, at least in the short term, is not to change governments.

The U.S. abhors the North's human rights record, its regular provocations and military links with other international pariahs such as Iran. But the U.S. has stressed over years of conversations with Beijing that pushing for North Korean denuclearization could reinforce stability.

In Seoul on Friday, Kerry said President Barack Obama had canceled a number of military exercises planned with South Korea. The message that the U.S. wasn't seeking a military confrontation was directed as much to the North as to Beijing.

The Obama administration believes it may now have greater scope for diplomatic progress.

It has pointed to Xi's recent criticism of the North as illustrative of a subtle shift in China's outlook. Beijing also has backed U.N. penalties in response to North Korea's tests of a nuclear device and intercontinental ballistic missile technology over the past four months.

Michael Jackson civil case jury pool grows to 104

LOS ANGELES (AP) ? The pool of potential jurors to hear a case filed over Michael Jackson's death has grown to 104 people.

Attorneys and a judge concluded their second week of hardship screening on Friday.

In-person questioning of the panel will begin on Monday. It is expected to take multiple days for attorneys to select a panel of 12 jurors and several alternates to hear the case. Jurors must be available for 90 trial days.

The group of 103 has been given a 24-page questionnaire assessing their knowledge about the case.

The lawsuit was filed by Jackson's mother against concert giant AEG Live. The suit claims the promoter of Jackson's planned comeback concerts failed to properly investigate the doctor convicted of involuntary manslaughter for the singer's death.

AEG has denied all wrongdoing.

Vocal cord disorder often mistaken for asthma in elite athletes

Apr. 12, 2013 ? Athletes with a vocal cord disorder that restricts breathing are more likely to be misdiagnosed and inappropriately treated for exercise-induced asthma, according to research presented today at the Triological Society's 116th Annual Meeting.

Researchers at The Ohio State University Wexner Medical Center also examined interventions ranging from biofeedback to botox injections to help manage the condition -- called paradoxical vocal fold motion disorder (PVFMD) -- and found that vocal cord "retraining" therapy was effective at reducing or resolving breathing symptoms, allowing many athletes to stop using previously prescribed corticosteroid asthma inhalers.

The retrospective study examined 46 division one collegiate athletes, marathon and triathlon runners who were newly diagnosed with PVFMD, a condition brought on by stress, anxiety or increased exertion which causes the vocal cords to constrict and obstruct breathing. An estimated five percent of athletes have PVFMD, which can severely impact performance.

"There isn't a lot in the literature about PVFMD in elite athletes, and our study shows that because of their high level of conditioning they may be more difficult to diagnose and treat than non-athletes." said Brad deSilva, MD, the study's lead investigator and residency program director for the Department of Otolaryngology-Head and Neck Surgery at Ohio State's Wexner Medical Center.

For example, only 30 percent of the study group reported consistently experiencing PVFMD symptoms like coughing during exercise. However, in post-exertion testing using a flexible fiberoptic laryngoscope (FFL), researchers ultimately verified PVFMD diagnosis in all but six of the athletes. Additionally, in comparison to a control cohort of non-athletes with PVFMD, athletes were less likely to present with a history of reflux, laryngeal edema or psychiatric diagnosis.

The study presenters noted that the addition of the exercise trigger during FFL improved the researcher's ability to detect PVFMD, and that clinicians may want to strongly consider FFL examination when dealing with an elite athlete patient with breathing issues, particularly because the respiratory sounds of PVFMD may be confused with asthma.

"PVFMD symptoms can often mimic asthma, and as many as 40 percent of people with asthma also have PVFMD -- so it's typical for an athlete to get the asthma diagnosed correctly, but not the vocal cord dysfunction," said Anna Marcinow, MD, co-author of the study and a senior resident in the otolaryngology program at Ohio State's College of Medicine. "Nearly a third of our study athletes had been previously prescribed an inhaler for exercise-induced asthma -- but many reported that the inhalers weren't helping. A minimal response to bronchodilators should also point toward a PVFMD diagnosis."

After FFL review, 45 of the 46 athletes in the study were prescribed laryngeal control therapy (LCT), a method in which athletes learn how to relax the vocal cords and retrain the way they breathe. Thirty-six athletes attended at least one LCT session and 25 (69 percent) reported improvement of symptoms. Patients who attended two or more sessions were more likely to experience symptom improvement.

Biofeedback, practice observed therapy and thyroarytenoid muscle botulinum toxin injection were utilized in patients that did not respond to LCT.

"Because PVFMD can have both physical and emotional impacts, using tactics that help athletes gain a sense of control over their breathing can be really effective," said Marcinow. "Athletes may also need additional alternative forms of therapy such as biofeedback or intervention from a sports psychologist."

The researchers also noted that while PVFMD is first often seen in athletes who have recently intensified activity and training, it can also occur in non-athletes who are adopting a more rigorous exercise program.

Officials: Explosions kill 2 in northern Iraq

BAGHDAD (AP) ? Officials say two explosions in the northern Iraqi city of Mosul have killed two soldiers and wounded another seven people.

A police officer says five soldiers were among those wounded in a car bomb Sunday in an industrial area of the city, 360 kilometers (225 miles) northwest of Baghdad. He says two civilians also were wounded when another bomb placed under a vehicle exploded.

A health official confirmed the casualties.

There was no immediate claim of responsibility for the bombings.

Sunni militants often attack soldiers, hoping to erode confidence in the Shiite-led government.

Acer doesn't seem to have officially announced the Iconia tab A1-810 yet... at least not that we can see. But French retailer Rue Du Commerce already has the 7.9 inch listed, though, since it was first spotted the spec sheet has been cleared. Thankfully, MiniMachines caught the page before someone scrubbed it clean. If the numbers are to be believed, then the Taiwanese company has the Nexus 7 and iPad mini squarely in its sights. The A1-810's crams some reasonably impressive internals into a diminutive and affordable package. Under the hood is 1GB of RAM, and a 1.2GHz quad-core processor. Granted, the Cortex-A9 chip is produced by MediaTek instead of one of the bigger boys like Qualcomm or NVIDIA, but it should prove plenty robust for everyday tasks. The 1024 x 768 IPS panel puts it right in league with Apple's mini, but it also means a lower pixel density than the middle child of the Nexus family. You'll also find 802.11n, Bluetooth 4.0 and GPS radios inside, along with a 3,250 mAh battery -- which is quite a bit smaller than its competitors (despite its 10.5mm thick, 430g body being quite a bit larger). The biggest news about this Android 4.2 device though, is the price: it's yet another uber-cheap slate, currently listed at €199, or about $259.

China says it can control bird flu outbreak

BEIJING (Reuters) - China can control the outbreak of an avian flu strain newly contracted by humans, a senior Chinese health official said on Sunday, a day after China reported its eighteenth case of the H7N9 virus that has so far killed six people.

China has said it is mobilizing resources nationwide to combat the new strain of bird flu, monitoring hundreds of close contacts of confirmed cases and culling tens of thousands of birds where traces of the virus were found.

"We are confident we can effectively control it (H7N9)," the head of China's National Health and Family Planning Commission Li Bin told Reuters on the sidelines of a World Health Organization-backed event in Beijing.

Li did not elaborate, but she is the most senior Chinese health official yet to publicly comment on the subject.

The bird flu outbreak has caused global concern and some Chinese internet users and newspapers have questioned why it took so long for the government to announce the new cases, especially as two of the victims fell ill in February.

The government has said it needed time to correctly identify the virus.

The WHO's representative to China, Dr. Michael O'Leary, repeated that no evidence of transmission between humans has been found and praised China for its efforts to determine the source of the virus.

"I'm very impressed with the action of the laboratories in this regard," O'Leary said at a World Health Day event in the Chinese capital.

"China is demonstrating their ability to get on top of this problem quickly," he said.

In 2003, authorities initially tried to cover up an epidemic of Severe Acute Respiratory Syndrome (SARS), which emerged in China and killed about 10 percent of the 8,000 people it infected worldwide.

Other strains of bird flu, such as H5N1, have been circulating for many years and can be transmitted from bird to bird, and bird to human, but not generally from human to human.

I am sitting at the bar, sipping on my S?verine Serizy, waiting for the surrealism to kick in?waiting, also, for Edith to appear at our follow-up to last week?s martini appointment. She materializes. The barman presents to her my interpretation of The Contemporary Standard, which I call The Liquid Transmitter.

?This is The Liquid Transmitter,? I say, explaining that it relies on Old Tom, a slyly soft, slightly sweet style of gin ubiquitous in the Gilded Age, when the institutions of?telephony?and the martini began to emerge. (?The first martinis were made with Old Tom,? Gary Regan writes, discussing?The Martinez, in?The Joy of Mixology.) I float the fun fact that Old Tom once was dispensed from?cat-shaped vending machines.

?It tastes like water!? Edith says. Then chummily she asks, not for the first time and not without a glimmer of expectancy, if I have prepared myself mentally for this project's ?crash-and-burn phase.? I do not quite see what she means.

ACT TWO:
I am sitting at the desk, siccing coffee at my eyelids, waiting for the editrix to shoot me an email following up our most recent rendezvous, which effected the delivery of vermouth-spiked cocktail onions prepared by editorial assistant J. Bryan Lowder ("When I was boiling them, my roommate said it smelled like the cats had been sick in his room!").?

When we spoke last night, you mentioned that you think you will ?crash and burn? at some point during the remainder of the tournament. I confess that this worried me, largely because I assumed you had already gone through your crash-and-burn phase. I understand that this is a stressful project, and that I?m putting a lot of pressure on you to get to the championship already, so of course there?s going to be some psychological fallout. But can this be a carefully controlled, tightly managed crash-and-burn phase, please? Is there any chance you can defer the crashing and burning until after you finish the Sweet 16? Or, better yet, put it off till you live-blog the Final Four and Championship on Monday night?

With and on that note, lyrically Madness Martini sinks into dementia, proving narrative pass?.

ACT THREE:
I am setting here a record of two (2) very fine interpretations of the Contemporary Standard, which advances to the Sweet 16:

Place the cherry at the center of the bowl of a chilled cocktail glass. Do not risk swallowing a toothpick?that's what killed Sherwood Anderson. Stir well with ice and strain into the chilled cocktail glass. Garnish and serve. Pretend that the lemon peel is a tiny little yellow telephone.

Under the Host

Garnish: lemon twist

Stir well with ice and strain into a chilled cocktail glass. Garnish and serve and note well: These martinis may be deceptive. Have two at the very most. Have three and you?re under the table.

Search crews recount dramatic Calif. hiker rescue

RANCHO SANTA MARGARITA, Calif. (AP) ? Two hikers were recovering from dehydration and minor injuries in Southern California hospitals on Friday night after a four-day hunt for the lost teens met a happy ending, authorities said.

Kyndall Jack, 18, and Nicolas Cendoya, 19, were recuperating at separate Orange County hospitals from dehydration and minor injuries on Friday evening after being rescued from the Cleveland National Forest, where they had been missing since Sunday.

Jack was discovered Thursday, after four days of grueling searching, when rescuers suddenly heard a faint female voice calling for help. She was found clinging to a rocky outcropping no bigger than a yoga mat on a near-vertical slope.

Cendoya was rescued late Wednesday after being spotted by hikers. The two had gone missing on Easter, when they called 911 to report they were lost and out of water after wandering off Holy Jim Trail during what they expected would be an easy day hike.

The popular trail is in the Cleveland National Forest, where the dangers of 720 square miles of rugged mountain wilderness run smack up against the planned communities and shopping malls of suburban southeast Orange County.

"I have no doubt that they came out here with the best of intentions ... but this is a complicated environment and before you know it, you're lost," said Lt. Jason Park, an Orange County sheriff's spokesman.

Park added that having civilization so close can lull some hikers into a false sense of security. "It's just as dangerous today out here as it was on Sunday afternoon."

A reserve deputy who suffered a head injury when he fell 60 feet down the canyon remains in serious condition, but is expected to recover from his head injury and other injuries, said Park.

Jack and Cendoya had parked their car off a dirt road just a few miles from an upscale neighborhood where on Thursday children bounced on trampolines and customers sipped lattes at a Starbucks in an outdoor strip mall.

The two got separated sometime Sunday night and were both found less than a mile from their car and "very, very close" to one another, although they did not know it, said Park.

They haven't been interviewed again since the initial conversations when they were found, and there's less urgency to do it quickly since no one is still missing, Park said.

It's unclear, for example, why Jack and Cendoya went off the well-marked trail and how much water they had with them. It's also unclear how they got separated.

Cendoya said on his Facebook page late Thursday that he was doing OK and not "in as much pain." He said he was grateful that Jack was found, and had been upset thinking about her still being in the forest after his rescue.

Jack had no memory of going hiking or of being with Cendoya, but she suffered no major internal injuries and was listed in good condition at the University of California, Irvine, Medical Center, said hospital spokesman John Murray.

The area where the two got lost is in a section of forest in the Santa Ana Mountains that lies along the border of Orange and Riverside counties southeast of Los Angeles. The trail ranges in elevation from about 2,000 feet to about 4,000 feet.
